(Right click on your text layer and go to Blending Options)
Use the settings below to create the effect above.
Font Used: Bold
Drop Shadow Opacity – - 100% Distance – - 6px Size – - 10px

Stroke Size – - 3px Color – - White
|
Color Overlay/Gradient Overlay
You can select either a Color Overlay or an Gradient Overlay depending on what you want.
I selected Gradient Overlay with:
Scale – - 150%
Gradient Colors – - #007fe1 to #0d0a7d

Use the settings below to create the effect above.
Font Used: Tycho
Gradient Overlay Scale – - 150% Gradient Colors – - #087a8e to #000000

Stroke Size – - 3px Color – - White
|
Once you created your text layer. Duplicate the layer by right clicking on it and selecting Duplicate layer. You should have 2 layers now. Apply the following 2 filters to the original layer (The original layer is the one that doesn’t have COPY next to it)

Fliter -> Motion Blur(Hit OK on the POP-UP) Distance – - 50px |
Fliter -> Radial Blur Amount – - 10 Blur Method – - Spin Quality – - Best |
I changed the Gradient Colors on my Blurred layer to:
Gradient Colors – - #000000 to #0f479a
